Tennessee Reresentative Fritts successfully introduced legislation to prohibit geoengineering in 2024. In 2025 he proposed additional legislation to clearly define a pathway to prosecution. This pathway assigned prosecutorial authority and included the supply chain for materials and chemicals used in the activities. In 2024 we successfully introduced legislation to prohibit geoengineering in Tennessee. This was a first good step encouraged by citizens all across the state. Since then more than 30 states have initiated legislation to stop this practice. Geoengineering is a broad terminology used to capture activities including but not limited to cloud seeding, Stratospheric Aerosol Injection, and Solar Radiation Management. But more action to protect Tennessee families and farms was needed.
I consider geoengineering and weather modification to be both unconstitutional and immoral. We the people have not consented to globalist companies profit seeking at the expense of our families and farms, nor our government treating us as test subjects by dispersing chemicals into the atmosphere to block as a means of reducing "global warming." Nor are most Tennesseans okay with the idea of having the amount of precipitation they receive determined by payment for cloud seeding activities, as some western states allow. One must ask if the cloud seeding companies are indeed effective at harvesting more precipitation from the skies by injecting Silver Iodide or other compounds, then are those downstream in the weather/ precipitation patterns being deprived of rainfall they would have normally received. Is this a water rights issue?
The monetization of rain and snowfall seems immoral to me. The adverse effects of chemicals and compounds being deposited into our air, water, and soil requires our better understanding. What damages have already been done?

HB 1112 and SB 1033 established a pathway to prosecution and assigned specific prosecutorial authority. The bill includes provision to leverage the 2024 Clean Air Act law as well as leverage 58-2-116a. The latter is more than two decade old comprehensive emergency management code calling for the Governor and reporting agencies to, on a continuing basis, consider steps (make studies) to mitigate harmful consequences of emergencies.. and includes weather modification, fire prevention and control, air quality and more. Unfortunately the Senate Ag Committee failed to pass the new legislation after it was successful in the House. The current Governor's office worked against the new legislation and has failed to execute under current 58-2-116a. I commit to making this a Top 10 priority to include engagement with the White House to address federal engagement in these activities.
As Governor, I will not allow this issue to go unstudied nor unaddressed. Nor will I fail to execute current law (58-2-116a) regarding weather modification. Our next Governor must seek to make Tennessee healthier by removing any negative synergistic effect these geoengineering activities may be having on Tennessean's health. And we will better understand what possible impact to our agriculture and forestry industries is being felt or may be felt by these activites.
